Anchovies are the very first obtainable fish in game. They can be obtained at level 1.
This fish can be acquired by casting a fishing rod into bodies of water that indicate an 
Earthworm can be used on it. You need Earthworms to fish at this fishing spot.
Upon being fished, it gives you 10 exp on Fishing skill.
